San Luis Obispo Animal Control resorts to Extortion Tactics

Be aware of Animal Control in San Luis Obispo Ca
I live unfortunately is San Luis Obispo County. They supposedly adopted a law here that require all breeders to buy a breeder permit through them. $175.
Not knowing this I placed a for sale add for our pups in a local paper.(not a business) Animal control She is the clerk in the office .Called me posed as interested party even used out of the area cell phones and got my info then sent the animal control after me. I asked her was that absolutely necessary to lie to me and pretend to be someone else ?She said "absolutely" “Its standard procedure” She admitted they call everyone who has pets advertised in the Local papers and o n Craig list. I recognized her she drove out to my house just as I was leaving, with Animal control parked down the street. I was given 72 hrs to comply and buy the permit.Or be fined and pay double and possible imprisonment. They also tried to fine me they say for not licensing our pets. Which we did months ago. They finally found it after we gave them the check number they cashed for this.
Now they say that’s not all. You must comply and allow animal control to inspect your property to see if its adequate and is a healthy environment for the dogs. Or face fines or and imprisonment. Just like some goon squad they threaten pay us or face fines and imprisonment. Seems they just want to find ways to make money. They also have a list of demands, one saying that we must notify them of the peoples addresses and phone numbers we sell pups too so they can harass them an extort money. Now we have to fear the animal control pounding down our door any time they feel like it. Posting crap on our doors. They wont even make an appointment they say they want to surprise you and your family. Maybe wake you out of bed or disturb you while your sitting at the dinner table or on the couch comfortably watching TV with your family. They get to invade your home and your privacy with guns at the hip and a stun gun for your pets. So far I was forced to pay the $175 which I borrowed from my kids and used what I had saved for the Pups shots and the add.Then I discovered they added some pets to my records that I dont own or ever heard of. So what do they have in mind next?
Looking into leaving the county but they say they must also be notified of this. Is this free America? What has America come too? When Local families cant even live in peace without being harassed by the authorities and extorted for money. This economic crisis has got out of hand. What happened to freedom and liberty? Families cant breed there family pets not even just once without Animal control getting a piece of the action! Like some pimp!Its best to hide your pets from these corrupt bunch of criminals who hide behind their badges and laws.Confiscating your pets which they would call rescued pet and make a profit from there so called adoption fees or euthanize if they cant make money and sell you pet. Believe me you’ll face problems and find yourself emptying out your wallets then your savings to protect not only your pets but your family as well…
UPDATE:

Now again at May 26 Wednesday 8:30 am they left another message on my phone saying my dogs need licensing?(have saved also) What! Wife called and the woman said "oh its here." Not knowing my wife called. I called about 10:30 am. The woman said wife called and it was found. But said animal control will come out and inspect. I said what? He did that already. No they have not she said. I explained yes he came Saturday took photos said we were good. She said no Its says here he only left a note on the door.
That he did but he came again took pictures and notes and cleared us. She says ,"well I don’t have that here so someone will come out and do the inspection. If that officer did go out he wont be in till Friday to confirm, so someone else will be there for the inspection you must comply!
What is wrong with these people? What are they trying to do? Isn’t this harassment. Are they trying to find ways to extort money from me? Dig and look for a way to get more money? Why do they keep bothering us! They have come pounding on our door at least 4 times already.
Whom can we go to? News? We cant call the local Sherriff. Since they are all one in the same. Don’t we have rights? We have done nothing wrong. Where is our civil liberties?
